Eden Chief Delegates Meeting #11

With the deadline looming for bylaws, the focus for this week was a final discussion on Eden bylaws.

LONDON (Bywire News) - Eden’s third set of chief delegates are now well and truly into the home stretch with just a few meetings before the end of their term. This week the focus was well and truly on new bylaws, particularly the question of what mechanisms should be in place to govern member disputes. 

Individual updates 

First up as always it was individual updates: 

Dan Singjoy: he has been working on an interim consensus process for Eden Fractal. The proposal is: votes to create a new token can be seen at edencreation.com/votes. He believes this could be helpful for the community as a whole as a governance process. In the past week, he held another Eden Fractal meeting and a long town hall meeting which lasted for around six hours. He has spent a lot of time working on a roadmap for Eden and is looking forward to sharing ideas.

Chris Barnes: Has been working on bylaws, a member dispute resolution process has been drafted around member removal. The Hypha tool is up and running although it’s not seeing a huge amount of engagement at the moment. Work is in progress on the website video he has been working on throughout this term. 

Hahn Ryu: He has been collecting his thoughts about how Eden could be improved. He intends to propose it publicly before their term ends. Progress has been made on the vote proxy project with Edenia. 

Luka Percic: Bot development is on track. They expect to be ready to test it alongside the next elections. 

Adding the remove member action 

Chris has been working with Edgar Fernandez from Edenia on the remove member option. At present they intend to simply tweak the existing resign function. He suggested a Pomelo proposal for the creation of the open-source code. The big question will be if Edenia will be happy for payment to be delayed until the end of the Pomelo period.

NFT.Eden account 

The intention of this account is to create NFT badges that can be handed out to Eden members to encourage participation in events, elections and other activities.  

They have reproposed this with Genesis.eden active permissions as the permissions for this account. They, as Chief Delegates will have the owner permissions to approve this and put it through. 

Bylaw fun 

For the rest of the meeting, they focused on proposed new bylaws. Much of the discussion focused on the dispute resolution process. If there are problems within Eden and with member behaviour, they need a clear resolution process which is stated within the bylaws. As things stand the proposal includes: 

  • Any member can make a claim against another member to have them removed but will need the backing of three other members who have participated in at least one election.
  • The plaintiff must post collateral of $ 125 in EOS to the bonds.eden account and send 0.001 EOS to the defendant’s account to initiate the claim. 
  • Attempts must be made to contact the defendant by any reasonable method. 
  • The defendant can either agree with the claim and resign voluntarily in which case the plaintiff will be reimbursed or fight the claim. To do this they will have to stake $125 in EOS.
  • All disputes are to take place in private on the Eden member’s Telegram Channel. Level one delegates will act as jurors when randomly selected. They will be paid a fee from either the defendant or the plaintiff, depending on which one loses.  
  • If possible, an in-person recorded conversation should take place between the parties. 

Debate surrounded the question of making this compulsory for level one delegates to act as jurors. Having the fate of a community member in your hand is quite a daunting responsibility for anyone. 

There were also concerns about the ability of someone who does not have $125 free to stake to defend themselves against attack, and the range of things this resolution process would need to cover.

In terms of requiring level one delegates to act as jurors, Chris Barnes recommended making this a question during the election process. It would be possible for a delegate to refuse to take part in the process. However, they should be made to make this clear at the election so people could decide whether or not to still vote for them. 

Eventually, they decided to tweak the language a little and add a specification that it can only be used specifically to address Sybil attacks. Dan Singjoy, though, suggested he will still need to take time out to consider it before fully signing off on it. 

Treasury disbursement adjustment 

Treasury disbursements are currently at 15%. However, they are now saying that this could be reduced mid-term with a greater than a two-thirds vote from the chief delegates. This will give Eden flexibility to be able to adjust disbursements depending on the scale of the Treasury. 

For example, if the ENF were to provide funds to the Treasury which would significantly increase its value they may be worried about a lot of that going on the disbursements. This proposal was quickly approved by the delegates. 

Any other business 

Hahn raised a question about the statement in the mission statement to ensure the continuity of Eden. He questioned whether this should be part of the statement. Luka also suggests he would vote for removal as would Dan Singoy. Therefore the tradition of each group of delegates making their own small changes to the mission statement looks set to continue. 

Hahn’s proposals to improve Eden 

Finally, Hahn revealed a document outlining his proposals to improve Eden. They include: 

  • Establishing an operating body to maintain the code
  • Providing sufficient incentives to being an Eden member 
  • Lower the barriers to member sign-up. 

He invites other chief delegates to make comments about it and suggests others can come up with their own documents of recommendations. This will likely be discussed in more detail in future meetings.
